Any person, firm, or corporation, organization or department possessing, harboring, keeping, having an interest in or having custody or control of an animal. 13. Potentially Dan�erous Do�. Any dog that has committed any of the acts set forth below: (a) When unprovoked, bites a human or domestic animal; (b) When unprovoked, chases or approaches a person upon the streets, sidewalks or any other public property in an apparent attitude of attack; or (c) Has a known propensity, tendency, or disposition to attack unprovoked, causing injury or otherwise threatening the safety of humans or domestic animals. 14. Restrained. On a leash of not more than six (6) feet in length or on a leash which can be retracted to a length of six (6) feet or less, and in the custody of a person of sufficient age to adequately control the animal; in a vehicle; or confined to the owner's property by enclosure or fencing. 15. Substantial Bodily Harm. Bodily injury which involves a temporary but substantial disfigurement, or which causes a temporary but substantial loss or impairment of the function of any bodily member or organ, or which causes a fracture of any bodily member. 400.02 License Required. The following animal licenses shall be required within the City of Arden Hills. (A) Dog/Cat Licenses. Alt dogs and cats within the City of Arden Hills, except as hereinafter provided, shall be licensed. 1. Application. Within thirty (30) days after acquiring possession of a dog or cat which has not been licensed by the City of Arden Hills, the owner of the dog or cat shall make application for a dog or cat license. The application shall be on forms provided by the City of Arden Hills. 2. Vaccination.
