City of Arden Hills <br />Technical Memorandum – SCADA System Recommendations <br />Page 1 of 8 <br /> <br /> <br /> <br />EXECUTIVE SUMMARY <br />HR Green, Inc. (HR Green) was retained by the City of Arden Hills for the purposes of evaluating their <br />existing SCADA system and make recommendations for upgrades. Currently, all monitoring is done via <br />Cellular modems from two different providers: HighTide (for potable water) and OmniSite (for wastewater). <br />Of particular concern is the upcoming requirement to upgrade all existing cellular modems from 3G to 4G <br />by December 2019. Secondly, the HighTide units are not functioning very well ; however, the OmniSite <br />Units have been mostly trouble free. In addition to the HighTide units questionable reliability, the City has <br />a particular problem with monitoring the pressure transmitter at the North Tower so that the Booster Pumps <br />at the South Tower can reliably m aintain level in the North Tower. <br /> <br />The City also anticipates a major new development area, and wants to be sure it is progressing towards <br />monitoring technology that can be added to in the future. The major objectives of this evaluation were: <br />1. Perform site visits of all existing units to assess the current conditions of each site, particularly the <br />status of controls and telemetry units. <br />2. Assess the feasibility of updating the existing cellular telemetry as opposed to replacing wit h new <br />cellular technology or a new private radio network. <br />3. Provide an initial path study to support private radio network assessment as an alternative to the <br />current cellular-based system . <br />4. Develop a cost comparison list and reveal key conflicts or synergies with each approach. <br />HR Green recommends that Arden Hills complete the following to improve the functioning of their water <br />infrastructure. The recommendations below were made to address the problems and objectives listed <br />above: <br /> <br />RECOMMENDED UPGRADE OPTIONS <br /> <br />*ESTIMATED COSTS <br />1. Upgrade the booster pump PLC (existing <br />is no longer supported) <br />$22,000 <br />4.
