Aesthetics - Section 1325.05, Subd. 6 <br />The Zoning Code does not have specific guidelines for building materials and design for the <br />Institutional Zoning District. Section 1325.05, Subd. 6 of the Zoning Code states that the Planning <br />Commission and City Council should evaluate the proposed design, scale, massing, materials, <br />height, and other aspects of the proposed structure with respect to structures and properties in the <br />surrounding area. The City should also consider if the appearance of a proposed structure would <br />cause substantial depreciation in the property values in the surrounding area or unreasonably <br />detract from the appearance of the area. <br /> <br /> <br /> <br />The proposed addition is utilizing the same materials as the existing Academic Commons building <br />and the overall design of the proposed addition complements the existing architectural theme found <br />onsite. Brick is the primary material used on the proposed addition. In addition, the Applicant is <br />proposing to use metal accent panels, spandrel glass panels, and larger windows. To ensure the <br />materials match the existing building, staff is requiring the Applicant to provide a materials board <br />prior to the issuance of a building permit. <br /> <br />Findings of Fact <br /> <br />The Planning Commission must make a finding as to whether or not the proposed application <br />would adversely affect the surrounding neighborhood or the community as a whole based on the <br />aforementioned factors. Staff offers the following eight (8) findings for consideration: <br /> <br />General Findings: <br />1. The Bethel University main campus at 3900 Bethel Drive is located in the Institutional <br />Zoning District.
