ARDEN HILLS CITY COUNCIL—MARCH 25, 2019 3 <br /> Councilmember Scott commented he visited Mr. Wahlberg's property during the most recent <br /> emergency test and encouraged residents to be inside if the emergency testing was uncomfortable <br /> for them. <br /> Mayor Grant requested staff speak with the County thanking them for their response and that the <br /> City would require no further testing of the emergency sirens. <br /> 4. PRESENTATION <br /> A. Northeast Youth and Family Services (NYFS) Update <br /> Jerry Hromatka, Northeast Youth and Family Services (NYFS) Executive Director, thanked the <br /> Council for their time. He updated the Council and reported NYFS served youth age 5 to 21 and <br /> noted 4,000 youth were served each year. He explained NYFS focused on three program areas, <br /> which were mental health, day treatment and community service. He indicated these programs <br /> were solution oriented and worked towards reaching positive results. He commented on the <br /> benefit of investing in youth and those suffering from mental health. He discussed the importance <br /> of connecting with both youth and seniors in the community. He described how technology was <br /> changing youth and the workforce and the importance of providing youth with 21St Century skills. <br /> He reviewed NYFS's budget for 2019 and thanked Arden Hills for their continued partnership. <br /> Miriam Ward, Arden Hills representative to NYFS, commented further on the benefits of NYFS <br /> and encouraged the public to give to this organization. She invited the Council to attend the <br /> NYFS Leadership Luncheon on Wednesday, May 1, 2019. She reported the Taste of Northeast <br /> would be held on Thursday, October 10, 2019. <br /> Councilmember Holden stated the Senior Chore numbers were down and questioned why this <br /> was the case. <br /> Mr. Hromatka explained the numbers presented were for nine months (January through <br /> September) of 2018 and not the full twelve. He commented the Senior Chore program was <br /> typically busier in the months of October,November and December. <br /> Councilmember Holden requested further information on the Diversion Program. <br /> Mr. Hromatka indicated this was a great program that worked to keep kids that made a single <br /> bad decision out of the system and working towards making good decisions. <br /> Mayor Grant thanked Mr. Hromatka and Ms. Ward for their presentation. <br /> 5. STAFF COMMENTS <br /> A. Rice Creek Commons (TCAAP)and Joint Development Authority (JDA) Update <br /> Mayor Grant provided an update on TCAAP stating the County has requested the City terminate <br /> the Joint Development Authority. He explained the City responded to this by encouraging the <br />
