<br />In total, the fund balances of the City’s governmental funds decreased by $3,166,142 during the year
<br />ended December 31, 2018. The majority of the decrease was in assigned fund balance in the Permanent
<br />Improvement Revolving Fund, due to spending for street and trail projects in the current year.
