<br /> <br /> <br /> <br /> <br />Approved: May 13, 2019 <br /> <br />CITY OF ARDEN HILLS, MINNESOTA <br />REGULAR CITY COUNCIL MEETING <br />APRIL 22, 2019 <br />7:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br /> <br /> <br />CALL TO ORDER/ROLL CALL <br /> <br />Pursuant to due call and notice thereof, Mayor David Grant called to order the regular City <br />Council meeting at 7:00 p.m. <br /> <br />Present: Mayor David Grant, Councilmembers Brenda Holden (arrived at 7:30 <br />p.m.), Dave McClung and Steve Scott <br /> <br /> Absent: Councilmembers Fran Holmes (excused) <br /> <br /> Also present: City Administrator Dave Perrault; Interim Public Works Director/City <br />Engineer Sue Polka; Finance Director Gayle Bauman; City Planner Mike Mrosla; <br />Assistant City Attorney James Monge; and City Clerk Julie Hanson <br /> <br />PLEDGE OF ALLEGIANCE <br /> <br />1. APPROVAL OF AGENDA <br /> <br />MOTION: Councilmember McClung moved and Councilmember Scott seconded a <br />motion to approve the meeting agenda as presented. The motion carried <br />unanimously (3-0). <br /> <br />2. PUBLIC INQUIRIES/INFORMATIONAL <br /> <br />Gregg Larson, 3377 North Snelling Avenue, stated the proposed Council minutes from March 25 <br />should have a minor correction changing ingenious to disingenuous within his comment. He then <br />discussed affordable housing and the housing crisis in the metro area. He explained everyone was <br />trying to address this concern, except the Arden Hills City Council. He commented there were <br />three reasons people opposed increased housing density on TCAAP. The first concern was the <br />fear of others that don’t look like them. The second concern was the fear of others that don’t earn <br />as much as the rest. He encouraged the Council to not have these fears. He stated the final fear <br />was having the wrong kind of homes or apartments in the community. He discussed a housing <br />development that occurred at the St. Paul Ford plant. He noted TCAAP would be three times <br />larger yet would have 2.5 times fewer housing units than the St. Paul site. He indicated TCAAP
