Lake Valentine Road is currently a two -lane road with a center turn lane <br />between Janet Court and the west driveway into the school. This street is designated as a <br />Municipal State Aid System (MSAS) route. The City is eligible to receive funding for <br />maintenance and construction based on the number of miles of streets classified as MSAS <br />roads. In order to maintain this classification, the City must meet specific design standards, <br />including lane width and speed, for these roads. <br /> <br />The City has worked extensively with the Applicant to develop a plan to safely accommodate <br />pedestrians and vehicles at this location. The current plan includes crosswalks at two locations <br />across Lake Valentine Road, including two (2) push button attenuated flashing crosswalk <br />signals. The crosswalk signals are similar to the signals located at Valentine Hills Elementary <br />School. A new median, with pedestrian safety refuges, is also included in the plan. In order to <br />minimize points of conflict between pedestrians and vehicles, the plan also restricts the west <br />driveway into the north lot to right-in/right-out turns. The median will include mountable curb <br />to allow emergency vehicle access. A new sidewalk is proposed from the western access of <br />1901 Lake Valentine Road to Janet Court. The intent of the sidewalk to reduce mid-block <br />pedestrian crossings at Janet Court. A four (4’) foot tall decorative fence will be added to both <br />sides of the street in front of the school to guide students, staff and visitors to the crosswalks. <br />Additional signage and other modifications may occur as the Applicant and staff are working <br />to finalize the pedestrian crossing design. Finally, the staff is working with the Applicant to <br />obtain information needed to create a school speed zone at this location. MnDOT must approve <br />this designation but has indicated their support. <br />
