ARDEN HILLS PLANNING COMMISSION – April 3, 2019 5 <br /> <br /> <br />Councilmember Zimmerman stated he would like to see a traffic signal installed in order to <br />ensure pedestrian safety was property addressed. He recommended the applicant speak with <br />Ramsey County regarding a crosswalk and traffic signal. <br /> <br />Commissioner Vijums questioned why the original plans were changed. <br /> <br />Planning Consultant Kanzier stated she would speak to the applicant and have an answer for <br />the Commission on May 8th. <br /> <br />Commissioner Vijums moved, and Commissioner Zimmerman seconded a motion to table <br />action on Planning Case 18-014 a Master and Final PUD at 1900 Lake Valentine Road to <br />allow staff to gather additional information on the new plans submitted to the May 8, 2019 <br />Planning Commission meeting. The motion carried unanimously (5-0). <br /> <br />B. Planning Case 19-001; Brausen Family Automotive Repair – Site Plan Review and <br />Final PUD – Public Hearing Required <br /> <br />This item was withdrawn by the applicant. <br /> <br />C. Planning Case 19-003; Bethel University Science Addition – Site Plan Review – No <br />Public Hearing Required <br /> <br />City Planner Mrosla stated Bethel University has submitted an application for Site Plan <br />Review. The Applicant is requesting approval of a new 20,000 square foot addition to the <br />Academic Commons Building. The property is located at3900 Bethel Drive. The property is <br />zoned Institutional District and is guided as Public and Institutional on the Land Use Plan. <br /> <br />City Planner Mrosla commented at their March 26, 2018 meeting, the City Council approved <br />the Amended Conditional Use Permit (CPU) and Master Plan Amendment and Variance <br />Approval Agreement for a 20,000 square foot addition to the Academic Commons building at <br />Bethel University. As a condition of approval, the proposed addition required Site Plan approval. <br /> <br />City Planner Mrosla reported the proposed addition is a component of a larger, phased project <br />Bethel University is planning for the Academic Commons and Lundquist Community Life <br />Center buildings. The proposed plan would include 45,000 gross square feet of renovations <br />within the existing Academic Commons building and a new 20,000 gross square foot addition on <br />the northwest corner of the building on an existing small parking lot. The addition would match <br />the height of the existing three-story Academic Commons building. The proposed renovations <br />and addition are needed to support science academic programs on the campus. <br /> <br />City Planner Mrosla explained Bethel University anticipates the project will be built in five <br />phases. The first and second phases would include interior renovations to the existing building to <br />support the proposed addition and the proposed addition. Construction would take place between <br />summer 2019 and summer 2021. Phases three, four, and five would involve interior renovations <br />of existing buildings and is anticipated to begin once the proposed addition is constructed and <br />occupied. The current schedule is to complete the proposed addition and all interior renovations <br />by Fall 2023.
