ARDEN HILLS CITY COUNCIL—MAY 22, 2019 8 <br /> Councilmember Holden commented on Condition 21 and recommended it be amended adding a <br /> sentence that reads: The material for the mascot wall sign must be an aluminum alloy. <br /> AMENDMENT: Councilmember Holden moved and Councilmember Holmes seconded <br /> a motion to amend Condition 21 adding a sentence that reads: The <br /> material for the mascot wall sign must be an aluminum alloy. The <br /> amendment carried (5-0). <br /> Councilmember McClung commented on Condition 23 and stated the Council could amend this <br /> condition to state the City will make the roadway improvements, with the expense being assessed <br /> back to the school district. <br /> City Attorney Jamnik reported the Development Agreement would address the cost and design <br /> specifications for this portion of the project. He explained it would not be necessary for the <br /> Council to address this item within a Condition for approval. <br /> Councilmember Holden requested Condition 24 be added to read: The traffic study must be <br /> amended and approved prior to the grading and erosion permit being issued. <br /> Councilmember McClung supported the traffic study being updated in order for this project to <br /> properly move forward. <br /> City Planner Mrosla suggested Condition 24 read: Prior to receiving a grading and erosion <br /> control permit, the applicant shall submit a revised traffic study and address all comments <br /> provided in the May 20, 2019 memo from Director Sue Polka. <br /> AMENDMENT: Councilmember Holden moved and Councilmember McClung <br /> seconded a motion to add Condition 24 to read: Prior to receiving a <br /> trading and erosion control permit, the applicant shall submit a <br /> revised traffic study and address all comments provided in the May 20, <br /> 2019 memo from Director Sue Polka. The amendment carried (5-0). <br /> Councilmember Holden suggested Condition 25 read: The Lake Valentine Road Improvement <br /> FeasibilityStud shall include an assessment of the 1901 parking lot. <br /> Y <br /> AMENDMENT: Councilmember Holden moved and Mayor Grant seconded a motion to <br /> add Condition 25 to read: The Feasibility Study for the Lake Valentine <br /> Road Improvement shall include an assessment of the 1901 parking lot. <br /> Councilmember Scott commented by doing this the school district may receive an economy of <br /> scale by combining the roadway improvement project with the parking lot improvements. <br /> City Attorney Jamnik clarified for the record that the feasibility study would not preordain an <br /> assessment but rather provides the reasonable aspect of a project and will provide financing <br /> alternatives for the school district and City to evaluate and choose from. <br /> Councilmember Holden stated she understood this to be the case. <br />
