Page 1 of 2 <br /> <br />AGENDA ITEM – 1D <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: June 17, 2019 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: Mike Mrosla, Community Development Manager/City Planner <br />Jane Kansier, Consulting Planner <br /> <br />SUBJECT: 2040 Comprehensive Plan Update <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $ $ $ <br /> <br />Council Should Consider <br />Providing direction regarding minimum residential densities in the 2040 Comprehensive Plan. <br /> <br />Background/Discussion <br />The Metropolitan Council’s regional development guide, Thrive MSP 2040, designates the City <br />of Arden Hills as a Suburban Community. Thrive MSP 2040 states Suburban communities <br />experienced continued growth and expansion during the 1980s and early 1990s, and typically <br />have automobile-oriented development patterns at significantly lower densities than in previous <br />eras. Suburban communities are expected to plan for forecasted population and household <br />growth at average densities of at least 5 units per acre for new development and redevelopment. <br /> <br />At the October 15, 2018, City Council work session, Eric Zweber of WSB & Associates <br />presented a Future Land Use Map identifying areas of future development or redevelopment and <br />the potential timing of the development/redevelopment (see Attachment A). The City Council <br />concurred with these identified areas. <br /> <br />The next step in the process is to ensure that any new residential development or redevelopment <br />within these areas occurs at an overall average density of 5 units per acre. The Metropolitan <br />Council uses the minimum density to measure the potential overall density of new development. <br />In order to meet the 5 unit/acre average, the consultant and staff are recommending the minimum <br />densities in the Community Mixed Use and Town Center designations be increased. <br />
