Thrive MSP 2040 states Suburban communities
experienced continued growth and expansion during the 1980s and early 1990s, and typically
have automobile-oriented development patterns at significantly lower densities than in previous
eras. Suburban communities are expected to plan for forecasted population and household
growth at average densities of at least 5 units per acre for new development and redevelopment.

At the October 15, 2018, City Council work session, Eric Zweber of WSB & Associates
presented a Future Land Use Map identifying areas of future development or redevelopment and
the potential timing of the development/redevelopment (see Attachment A). The City Council
concurred with these identified areas.

The next step in the process is to ensure that any new residential development or redevelopment
within these areas occurs at an overall average density of 5 units per acre. The Metropolitan
Council uses the minimum density to measure the potential overall density of new development.
In order to meet the 5 unit/acre average, the consultant and staff are recommending the minimum
densities in the Community Mixed Use and Town Center designations be increased.
