Arden Hills 2040 Comprehensive Plan – Community Designation Density <br />May 13, 2019 <br />Page 2 <br />K:\03455-200\Admin\Meeting\CC Meetings\05132019\Memorandum.docx <br /> <br />This Neighborhood Residential density within the Comprehensive Plan is different that the <br />Neighborhood Residential zoning category densities listed in the TCAAP Redevelopment Code <br />(TRC). There are four Neighborhood Residential zoning categories in the TRC: TR-1, TR-2, TR- <br />3, and TR-4. The densities listed in the TRC are: <br /> <br /> The NR-1 does not have a minimum density, but the Neighborhood Residential land use category <br />has a minimum density of 1.5 units per acre and would become the default minimum density for <br />the NR-1 zoning district. The NR-3 and NR-4 zoning district both have the same minimum <br />density of 4 units per acre. If the Neighborhood Residential land use category was divided into <br />three categories to match the NR-1, the NR-2, and the NR-3&4 zoning districts, then the overall <br />average density would become 4.32 units per acre, a 1.01 units per acre increase over the <br />January 14, 2019 Comprehensive Plan, but still 0.68 units per acre less than required. <br /> <br /> <br />To achieve at least 5 units per acre, two addition changes are recommended. First, the minimum <br />residential density of the Community Mixed Use land use designation is increased from 9 units <br />per acre to 12 units per acre. 12 units per acre is in line with the High Density Residential land <br />use category and would encourage apartments within the B-2 zoning district. If a mixed used <br />building were to be constructed in the B-2 zoning district, then the acreage of the parcel is <br />calculated per use based on a pro-rated basis. <br /> <br />Second, the minimum density of the Town Center land use designation can be increased to 21 <br />units per acre.
