Rice Creek North Regional Trail Master Plan

Ramsey County Parks & Recreation is working towards amending the 2013 Rice Creek Regional Trail Master plan
and aims to complete the plan with Metropolitan Council Approval in 2019. The master plan is intended to be a
guiding document that will identify long‐term infrastructure and recreation improvements to the Rice Creek
Regional Trail corridor. The master plan process also provided an opportunity to reevaluate park and trail facilities,
initiate public engagement for plan development, and will inform other units of government.

The entire Rice Creek North Regional Trail stretches approximately 14 miles from the Anoka Chain of Lakes to Long
lake Regional Park where it joins the Rice Creek West Regional Trail. The Ramsey County section of the trail starts
at County Road J and heads south to Long Lake, this section is approximately 4.5 miles long and is surrounded by
534 acres of park in north west Ramsey County.

A public engagement process was launched in June of 2018 for the development of the master plan amendment
and included two online surveys and 5 at large community meetings with stakeholder input.

The Rice Creek North Regional Trail Master Plan amendment proposes a variety of building, site and infrastructure
improvements throughout the corridor for improved equity, access, and additional recreation and programing
opportunities. Some examples include:

Additional trail and pedestrian connections
Additional multi use trails
Cross country ski trails
Off road cycling trails
Nature based recreation and programming
Multi‐season trailhead south of County Road I
Outdoor recreation and picnic area

The parks department is currently seeking supporting resolutions from the surrounding municipalities before
presenting the plan to the County Board of Commissioners and submission to the Metropolitan Council.

Additional information on the Rice Creek North Regional Trail Master Plan Amendment can be found at:
https://www.ramseycounty.us/residents/parks‐recreation/parks‐planning‐projects/rice‐creek‐north‐
regional‐trail‐master‐plan
