Page 1 of 1 <br /> <br />CONSENT ITEM – 7G <br /> <br />MEMORANDUM <br /> <br />DATE: June 24, 2019 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: Todd Blomstrom, Public Works Director/City Engineer <br /> <br />SUBJECT: Contract for Construction Services for Colleen Avenue Storm Improvements <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> N/A $325,389 Surface Water Fund <br /> <br />Council Should Consider <br />Approval of a Professional Services Agreement with Bolton & Menk for construction services <br />for the Colleen Avenue Drainage Improvement Project in the amount not to exceed $33,000 <br />(Attachment A). <br /> <br />Background/Discussion <br />On June 10, the City Council adopted Resolution #2019-020 awarding the Colleen Avenue <br />Drainage Improvements contract to Pember Companies, Inc. in the amount of $250,247.00. <br />Plans and specifications for the project were prepared by Bolton & Menk. It is proposed to have <br />the City’s Senior Engineering Technician provide construction observation for the project. <br />However, due to additional elements of construction administration such as staking and <br />preparation of record drawings, staff requested a proposal from Bolton & Menk to provide <br />assistance. Bolton & Menk has provided a proposal in the hourly not to exceed amount of <br />$33,000. Staff recommends that the City Council approve the agreement with Bolton & Menk. <br /> <br />Budget Impact <br />The budget for the Surface Water Management Fund does not include funding for this <br />unanticipated item which is needed to repair a broken storm sewer pipe off of Colleen Avenue <br />and provide an overflow to the pond in the Indian Oaks neighborhood. Staff recommends that <br />the Karth Lake retaining wall ($100,000) and 2019 pond repairs ($100,000) be delayed in order <br />to complete the Colleen Avenue improvements. The remaining cost of $125,389 would be a <br />temporary deficit cash balance. <br /> <br />Attachment <br />Attachment A: Bolton & Menk Proposal
