RICE CREEK NORTH REGIONAL TRAIL MASTER PLAN | 49 <br />OPERATIONS <br />Operations of the regional trail will be the responsibility of the Ramsey County Parks & Recreation department. <br />Operations and maintenance services will be provided at a level that is appropriate for the designated use <br />and consistent with proposed development. The level of services (LOS) will be directly influenced by budget <br />limitations and the county’s operation and maintenance policies. Funding for maintenance and operation is <br />appropriated from county tax revenue, supplemented by State appropriation for Regional Parks Operation and <br />Maintenance Funding. <br />Operating Hours <br />Regional parks and trails have general operating hours from 1/2 hour before sunrise to 1/2 hour after sunset. <br />Ordinances <br />Public use and enjoyment of the county park system is controlled by “An Ordinance for the Control and <br />Management of Park, Recreation and Open Space Areas and Facilities under the Jurisdiction of the Ramsey <br />County Board of Commissioners.” This ordinance, adopted in 1992 and amended in 2007, will govern the <br />conduct of the public during the use of the regional trail corridor, its facilities, and resources. The ordinance, <br />provided in the appendix, incorporates pertinent Minnesota statutes and includes the following sections: <br />• Purpose/Definitions <br />• Regulations of Public Use <br />• General Conduct <br />• Regulation of Recreation Activity <br />• Regulation of Motorized Vehicles, Traffic, and Parking <br />• Enforcement <br />• Miscellaneous <br />• Effective Date
