ARDEN HILLS CITY COUNCIL – JUNE 24, 2019 6 <br /> <br />a similar conveyor belt car wash. Staff visited the site and observed the car wash. On average <br />vehicles took about two (2) minutes to go through the wash and had limited vehicle queuing to <br />enter the wash. <br /> <br />Community Development Manager/City Planner Mrosla stated in addition, the applicant is <br />proposing a 4,505 square feet garage and repair bay addition. The proposed addition will add six <br />(6) additional repair bays. The existing garage, which is about 4,540 square feet, will remain, as <br />will the existing fuel islands and canopy. However, the façade of the existing garage will be <br />updated as part of this application. The applicant is not proposing any modification to the existing <br />accesses on County Road E. Staff reviewed the Plan Evaluation in further detail with the Council <br />and recommended the Council hold a public hearing on the request. <br /> <br />Mayor Grant asked if the applicant would be submitting a separate sign permit for the property. <br /> <br />Community Development Manager/City Planner Mrosla reported this was the case, but noted <br />the Council could add conditions to ensure no neon banding was placed on the building or gas <br />pump island. <br /> <br />Councilmember McClung asked if the stacking concerns that were addressed by the Planning <br />Commission had been addressed by the applicant. <br /> <br />Community Development Manager/City Planner Mrosla explained this concern had been <br />addressed and noted the applicant would be installing additional signage to direct traffic through <br />the site. <br /> <br />Councilmember Holden asked if the old PUD overlapped the new PUD. <br /> <br />Community Development Manager/City Planner Mrosla stated this would not occur. <br /> <br />Councilmember Holden requested further information regarding the rock faced block. <br /> <br />Community Development Manager/City Planner Mrosla explained this was a concrete block <br />material with a rock faced finish. He noted this was a very durable material and was already <br />located on the existing building. <br /> <br />Jake Brausen, Brausen’s located at 1310 West County Road E, thanked the Council for their <br />consideration. He commented further on the requested rock faced block. He discussed the <br />proposed construction timeline with the Council. <br /> <br />Councilmember Holden stated she did not view juniper bushes as trees. <br /> <br />Mayor Grant opened the public hearing at 8:19 p.m. <br /> <br />With no one coming forward to speak, Mayor Grant closed the public hearing at 8:19 p.m. <br /> <br />10.
