Page 1 of 1 <br /> <br /> CONSENT ITEM – 6G <br /> <br />MEMORANDUM <br /> <br />DATE: July 22, 2019 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> <br />FROM: Sue Polka, P.E. <br /> <br />SUBJECT: Sewer Line Ownership, Operation, and Maintenance Agreement <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br /> <br />Council Should Consider <br />Approving the Sewer Line Ownership, Operation, and Maintenance Agreement between the City <br />of Arden Hills, the City of Mounds View, and Ramsey County (Attachment A) and authorizing <br />the City Administrator to make minor amendments upon receipt of the City of Mounds View’s <br />proposed revisions. <br /> <br />Background <br />In 1994, Mounds View, Arden Hills, and the US Department of the Army entered into a Sanitary <br />Sewer Connection and Use Agreement for Army usage of a Mounds View owned sanitary sewer <br />interceptor located on a common border between Mounds View and Arden Hills. The sanitary <br />sewer runs from the TCAAP property, under 35W to a metering station located at the park and <br />ride along County Road H. The original agreement is included as an exhibit in Attachment A. <br />Due to acquisition of the TCAAP property by Ramsey County, it is necessary to amend the <br />agreement to remove the Army and include Ramsey County as a party to the agreement. <br /> <br />Discussion <br />With future development of the TCAAP site within the City of Arden Hills, the agreement is <br />necessary to outline responsibilities for use and operation of the sanitary sewer line through the <br />City of Mounds View including the following: <br />• Arden Hills will be responsible for the existing meter located in Mounds View which <br />meters flow into the Metropolitan Council interceptor. The cities are in discussion with <br />the Metropolitan Council for them to take over ownership of the metering station.
