AGENDA ITEM —1B <br />,-ARZEN HILLS <br />MEMORANDUM <br />DATE: October 21, 2019 <br />TO: Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM: Todd Blomstrom, Interim Public Works Director/City Engineer <br />SUBJECT: Old Snelling Avenue and County Road E Improvements Update <br />Budgeted Amount: Actual Amount: Funding Sources: <br />$2,850,000 TBD Ramsey County/MSAS, PIR, City <br />Utility Funds, Assessments <br />For Council Consideration <br />Staff is available to provide an update to the City Council regarding the preliminary findings for <br />the Old Snelling Avenue and County Road E Improvements project. Staff is seeking direction <br />regarding the preferred alignment of the potential trail extension and the general configuration of <br />the roundabout intersection design. <br />Background <br />On August 26, 2018, the City Council adopted Resolution 2019-026 ordering the preparation of a <br />feasibility report for the 2020 pavement management program. The proposed improvements <br />include Old Snelling Avenue from approximately Arden Oaks Drive to Trunk Highway 51 and <br />County Road E from Ridgewood Road to Pascal Avenue. <br />The general scope of the project includes reconstruction of the segment of Old Snelling Avenue <br />referenced above, construction of a single lane roundabout at the intersection with County Road <br />E, construction of a pedestrian trail along Old Snelling from County Road E to TH 51, and <br />replacement of water, sanitary sewer and storm sewer based on a condition assessment currently <br />underway. This project is included in the City's Capital Improvement Program and the Ramsey <br />County Transportation Improvement Program. <br />Page 1 of 2 <br />
