ARDEN HILLS CITY COUNCIL—SEPTEMBER 23, 2019 7 <br /> Councilmember Holmes stated part of this policy was for neighborhood meetings, along with <br /> how the City Council and Planning Commission would address Land Use Applications. She <br /> reviewed the proposed notification limits and stated she would like all requests to be 1,000 feet. <br /> Community Development Manager/City Planner Mrosla explained the 350 to 500 feet <br /> notification radius for neighborhood meetings was being proposed to allow staff to gain input <br /> from the people who were being directly impacted. He stated if the Council wanted to discuss this <br /> matter further it could be brought back to a future worksession meeting. <br /> Councilmember Holmes restated that she would like to see the notification radius for all City <br /> meetings and neighborhood meetings be 1,000 feet. <br /> Councilmember McClung supported this recommendation. He commented he could support a <br /> 500-foot notification for Land Use Applications that do not require a Public Hearing. <br /> Councilmember Scott asked that all Councilmembers be invited to neighborhood meetings in the <br /> future. <br /> Mayor Grant stated he supported meeting notifications still being sent via US Mail. <br /> MOTION: Councilmember McClung moved and Councilmember Holmes seconded a <br /> motion to approve the revised Land Use Application Public Notification <br /> Policy to include neighborhood meetings, with the following amendments to <br /> Page 2 under Planning Commission and City Council Land Use Application <br /> public notification procedures under Item 1 changing 350 to 500 feet and for <br /> Items 2 and 3 changing the distance to 1,000 feet. The motion carried (5-0). <br /> 9. PUBLIC HEARINGS <br /> A. Quarterly Special Assessments for Delinquent Utilities <br /> Finance Director Bauman stated water customers whose accounts are 90 days past due were <br /> informed that the City intends to certify delinquent charges to Ramsey County to be collected with <br /> property taxes. These customers have the right to a hearing in front of the City Council to discuss <br /> this matter prior to certification. <br /> Mayor Grant opened the public hearing at 8:24 p.m. <br /> With no one coming forward to speak, Mayor Grant closed the public hearing at 8:25 p.m. <br /> B. Accelerated Abatement of Nuisance Property at 1870 Glenpaul Avenue <br /> Community Development Manager/City Planner Mrosla stated due to a complaint, staff <br /> inspected 1870 Glenpaul Avenue on August 15, 2019. Staff noted excessive vegetation growth <br /> and the accumulation of tree branches and debris. At that time staff determined the property was <br /> in violation of the following subsections of City Code Section 602.02 Public Nuisance Affecting <br /> Health: <br />
