'It <br />EN HILLS <br />Approved: October 28, 2019 <br />CITY OF ARDEN HILLS, MINNESOTA <br />CITY COUNCIL WORK SESSION <br />SEPTEMBER 16, 2019 <br />5:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br />CALL TO ORDER/ROLL CALL <br />Pursuant to due call and notice thereof, Mayor David Grant called to order the City <br />Council Work Session at 5:03 p.m. <br />Present: Mayor David Grant, Councilmembers Brenda Holden, Dave McClung, <br />Fran Holmes, and Steve Scott <br />Absent: None <br />Also present: City Administrator Dave Perrault, Interim Public Works Director/City <br />Engineer Todd Blomstrom, Finance Director Gayle Bauman, Deputy Clerk Jolene Trauba, <br />Bolton and Menk Principal Engineer Sarah Lloyd <br />Councilmember Holden requested Old Snelling/Lindy's roundabout and awarding of contracts <br />be placed on the agenda. <br />1. AGENDA ITEMS <br />A. Hazelnut Park Master Plan Review <br />Interim Public Works Director/City Engineer Blomstrom introduced Sarah Lloyd to give an <br />overview of the Master Plan and cost estimates. Staff is asking for direction from Council on the <br />highest priorities for the park so they can be included in the upcoming CIP. <br />Interim Public Works Director/City Engineer Blomstrom reviewed the maintenance <br />agreement between the City and the Church. <br />Councilmember Holden mentioned that the Church has never done any sealcoating as required <br />by the agreement. <br />Interim Public Works Director/City Engineer Blomstrom noted the Joint Use Agreement <br />allows the City to use the parking lot from 8:00 a.m. to 10:00 p.m. The agreement can be <br />terminated by the City with a 60 day notice, but the Church may not terminate without the City's <br />written consent. At a recent meeting with the church representative, it was mentioned there are <br />three services on Sundays. Based on attendance there is a parking demand of between 40 to 80 <br />
