The recycling budget is an enterprise fund that <br />receives revenues from the annual household fee that is applied to the property taxes and from the SCORE <br />grant provided by Ramsey County. The majority of the expenses are for the collection services provided by <br />Republic Services. Since there are no other dedicated funding sources, the revenue must be balanced with the <br />expenses. <br />The per unit fee charged by Republic Services for curbside collection is expected to increase in May 2020 <br />based on changes in the Consumer Price Index (CPI) from the Federal Reserve for the Upper Midwest. Based <br />on the anticipated cost of the collection services and the expected revenue from the SCORE grant funds and <br />revenue share, the annual fee for residents receiving curbside collection is proposed to increase from $51.50 to <br />$53.00. <br />Staff is proposing an increase in the annual fee for each housing unit that is not part of the curbside recycling <br />program from $3.00 to $3.50. This fee would be applied to Cottage Villas, Hunters Park Condos, Parkshore <br />Apartments, Arden Manor, E Street Flats, Arden Flats, and Johanna Shores. <br />The increase in fees is the result of a combination of increased costs and reduced revenues to the City. The <br />proposed annual fee increases are $1.50 per household for curbside recycling, and an additional $.50 per unit <br />for those not participating in curbside recycling. Ramsey County requires recycling fees to be set by mid- <br />November so they can add them to the upcoming year's property taxes. <br />Budget Impact <br />This information is included in the proposed 2020 budget. <br />Attachment <br />A.
