ARDEN HILLS CITY COUNCIL—NOVEMBER 12, 2019 4 <br /> Councilmember Holmes stated residents have expressed concern to her with the timing of this <br /> project and when the final work would be completed. She reported the residents should have been <br /> told the work would not begin until September instead of May. <br /> Interim Public Works Director/City Engineer Blomstrom explained the project had gone far <br /> past the completion date. He reported the change in staffing resulted in a lack of coordination <br /> regarding delays and liquidated damages. He stated staff would be diligent about completion <br /> dates going forward. <br /> MOTION: Councilmember Holmes moved and Councilmember McClung seconded a <br /> motion to approve Payment No. 10 to Northwest Asphalt, Inc. for the 2018 <br /> Street and Utility Improvement Project. The motion carried (4-0). <br /> 8. PUBLIC HEARINGS <br /> A. Namaste India Liquor License <br /> City Administrator Perrault stated it came to the City's attention that Namaste India recently <br /> began operating in the Nutmeg Brewing location. City staff reached out to the business owner <br /> and he confirmed the restaurant is now operating under the business name Namaste India. Based <br /> on the fact that this restaurant is operating under a new business name, Namaste India, a public <br /> hearing and formal Council approval of a wine and beer license is required. All necessary <br /> paperwork has been submitted, a satisfactory background check and inspection have been <br /> performed by the Ramsey County Sheriff's Office, as well as an inspection by the Fire Marshall. <br /> Mayor Grant opened the public hearing at 7:23 p.m. <br /> With no one coming forward to speak, Mayor Grant closed the public hearing at 7:24 p.m. <br /> B. Planning Case 19-002 — Easement Vacation — Northridge Apartments <br /> Addition—Summit Development <br /> Community Development Manager/City Planner Mrosla stated the applicant has requested a <br /> Vacation of Easement in order to consolidate existing lots located at 1718, 1720, 1722 Parkshore <br /> Drive and 4177 Old Highway 10 into one lot for a multi-family senior living complex, as <br /> approved in Planning Case 19-002. A request for a Vacation of Easement requires a public <br /> hearing before the City Council. <br /> Community Development Manager/City Planner Mrosla explained the Applicant is requesting <br /> vacate all existing drainage, right of way and utility easements as created and dedicated in North <br /> Ridge Apartments Addition, according to the recorded plat thereof, Ramsey County, Minnesota, <br /> lying over, under, and across Lots 1, 2, 3, and 4, Block 1, and the Park. The City previously <br /> approved the Final Plat and Planned Unit Development for North Ridge Apartments in 1989. The <br /> project consisted of four (4) stand-alone apartment buildings, located on four (4) individual lots. <br /> Due to financial constraints, the developer was unable to move forward with the project and the <br /> PUD expired in January 1992. However, the lot subdivision and easements remained in effect. <br />
