'It <br />EN HILLS <br />MEMORANDUM <br />DATE: December 9, 2019 <br />TO: Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM: Gayle Bauman, Finance Director <br />SUBJECT: 2020 Non -Union Employee Compensation Plan <br />Budgeted Amount: Actual Amount: <br />N/A N/A <br />Council Should Consider <br />CONSENT ITEM — 6B <br />Funding Source: <br />N/A <br />The City Council should consider approving the 2020 non-union employee compensation plan or <br />provide further direction to City Staff. <br />Background <br />Annually, the City Council evaluates its compensation plan and determines if a cost of living <br />adjustment (COLA) is appropriate. The 2020 budget was prepared with a 3.0% increase for <br />employees, which is what is proposed for the I.O.U.E. union members. This, in effect, helps to <br />maintain the City's place in the market. <br />The seasonal employee compensation plan has been reviewed by staff and adjustments have been <br />made, if necessary, to comply with minimum wage laws. <br />Attached for Council approval are the compensation plans for January 1, 2020, for non-union <br />employees as well as the proposed 2020 seasonal employee compensation plan. <br />Attachments <br />Attachment A: Proposed 2020 Non -Union Employee Compensation Plan <br />Attachment B: Proposed 2020 Seasonal Compensation Plan <br />
