AGENDA ITEM —1A <br />'It <br />,-AR�EN HILLS <br />MEMORANDUM <br />DATE: December 16, 2019 <br />TO: Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM: Mike Mrosla, Community Development Manager/City Planner <br />SUBJECT: Recycling Contract and Cleanup Day Discussion <br />Council shall consider <br />The City Council shall consider: <br />1. hosting a cleanup day in 2020; <br />2. extending the current recycling contract past 2021 or submitting a request for proposals <br />(RFP) for a new recycling contractor. <br />Recycling Contract Background <br />Republic Services has been the city's recycling hauler since 2015. The contract (Attachment A) <br />was set to expire in May 2020. However, at their November 12, 2019 meeting, the city Council <br />extended the contract until May 4, 2021. The current contact may be extended four (4) more times <br />under the same terms and conditions. The intent of the extension was to take time and reevaluate <br />the city's recycling needs. <br />Recycling Contract Summary: <br />Recycling pickup is provided weekly to all residential dwelling units (RDUs), and multiple <br />dwelling units (MDUs) can opt -in. Pickup occurs between 7:00 a.m. and 6:00 p.m. on Tuesdays <br />south of I-694 and Wednesdays north of I-694. Residents who are disabled or handicapped may <br />apply to get "door -step" collection at no additional charge. Republic shall not landfill, incinerate, <br />or otherwise dispose of recyclable materials collected for recycling without specific, prior approval <br />from the city. The City owns the recycling carts, but Republic is in charge of buying, managing, <br />repairing, replacing, and recycling the carts. Republic provides recycling and solid waste collection <br />services at all city owned and operated buildings and parks.
