DATE: December 16, 2019 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Dave Perrault, City Administrator <br /> <br />SUBJECT: Approval of the 2020-2021 IUOE Local 49 Union Contract <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A $37,630 (over the 2019 budget) Multiple Funds <br /> <br />Council Should Consider <br /> <br />The Council may consider approving the Collective Bargaining Agreement between the City of <br />Arden Hills and the International Union of Operating Engineers (IOUE) Local 49 and authorize <br />the Finance Director to complete any necessary budget adjustments. <br /> <br />Background <br /> <br />The City and the IUOE Local 49, representing the Public Works employees, have been in <br />negotiations for the 2020-2021 contract since July. Following multiple meetings with the City <br />and Union’s negotiating teams, the Personnel Committee, and a City Council discussion, a draft <br />agreement has been put forward for City Council approval. The major changes are outlined <br />below and the draft agreement is attached (see Attachments A and B). The City Attorney has <br />reviewed the draft contract and is comfortable with moving it forward. <br /> <br />-Wage and Cost of Living Adjustment (COLA): an updated wage scale for the union has been <br />created, this scale brings the Union close to the average of other cities. The new scale also <br />extends the time it takes for a union employee to reach the top step assuming they start at the <br />first step in the scale. Lastly, it provides for a three percent COLA in the second year of the <br />contract. The impact of these changes equates to an approximate increase of $36,630 over the <br />2019 budget, half of which impacts the General Fund. <br /> <br />-Uniform Allowance: The uniform allowance includes a proposed increase to $600 for uniform <br />items and $200 for safety boots, up from $500 and $175, respectively. This equates to an <br />approximate $1,000 increase over the 2019 budget, half of which impacts the General Fund. <br /> <br />CONSENT ITEM – 2B <br /> <br /> <br /> MEMORANDUM <br />
