<br /> <br />Memo <br /> <br />To: Mike Mrosla – Community Development Manager/City Planner <br />From: Stacie Kvilvang - Ehlers <br />Date: December 9, 2019 <br />Subject: Expansion of the Boundaries of Development District No. 1 <br /> <br /> <br /> <br />Pursuant to Minnesota Statutes 469.126, cities are allowed to create development districts <br />within the boundaries of their city. These development districts provide the authority for cities <br />to complete development and redevelopment within their community, develop and implement <br />redevelopment programs and create TIF Districts. <br /> <br />On June 26, 1989, the City created Development District No. 1 within the City and it was <br />comprised of the boundaries of TIF District No. 1 and TIF District No. 2. The Boundaries of <br />Development District No. 1 were expanded in 1997 to include TIF district No. 3 and in 2010 <br />to include all property in the City, except TCAAP <br /> <br />The City is looking to expand the boundaries of Development District No. 1 to be coterminous <br />with the corporate boundaries of the City. This is to allow for development within TCAAP and <br />to provide the ability for them to create TIF districts for TCAAP. The City Council is currently <br />contemplating creating two (2) new TIF districts for TCAAP pursuant to the special legislation <br />they received for the property back in 2009. <br /> <br />Statute requires the City Council to consult with the Planning Commission when it expands <br />the boundaries of the Development District, as it has done in the past. The City Council in <br />consulting with the Planning Commission is asking if expanding the boundaries of <br />Development District No. 1 to include the TCAAP property (and other property located North <br />of Highway 96) is consistent with the general development plans of the City. In this case it <br />is as the Planning Commission and City Council both approved the TCAAP Regulating <br />Plan, TCAAP Redevelopment Code and an amendment to the City’s Comprehensive Plan <br />to allow for development of TCAAP. <br /> <br />Staff and fiscal/legal consultants recommend having the Planning Commission approve the <br />attached resolution. The City Council will hold the required public hearing on the expansion <br />of the boundaries of Development District No. 1 on December 16, 2019. <br /> <br />Please contact me at 651-697-8506 with any questions.
