ARDEN HILLS CITY COUNCIL—DECEMBER 9, 2019 4 <br /> A. Resolution 2019-044 Adopting and Confirming Quarterly Special Assessments <br /> for Delinquent Utilities <br /> Finance Director Bauman stated delinquent utility amounts are certified to Ramsey County <br /> quarterly. A list of utility accounts with a delinquent balance was compiled and notices dated <br /> November 7, 2019 were mailed. <br /> MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br /> motion to adopt Resolution #2019-044 — Adopting and Confirming Quarterly <br /> Special Assessments for Delinquent Utilities to Ramsey County. The motion <br /> carried (4-0). <br /> B. Resolution 2019-045 Adopting Special Assessments for Abatement of 1870 <br /> Glenpaul Avenue <br /> Finance Director Bauman stated the City Council held a public hearing under Item 8B regarding <br /> special assessment certification of charges related to the nuisance abatement for this property. <br /> Staff recommended the Council approve the special assessment. <br /> MOTION: Councilmember Holmes moved and Councilmember Holden seconded a <br /> motion to approve Resolution #2019-045 adopting special assessments related <br /> to unpaid nuisance abatement charges for the property located at 1870 <br /> Glenpaul Avenue. The motion carried (4-0). <br /> D. Adoption of the 2020 Budget and Tax Levy <br /> • Resolution 2019-046 Setting the Final Tax Levy for Taxes Payable in <br /> 2020 <br /> • Resolution 2019-047 Adopting the Proposed 2020 Budget <br /> Finance Director Bauman stated a budget workshop was held with the Council on August 19, <br /> 2019. Staff was not directed to make any changes to the proposed 2020 General Fund Budget and <br /> Council adopted a maximum tax levy increase of 5% on September 23, 2019. Another budget <br /> workshop was held with the Council on November 18, 2019, in which staff was directed to make <br /> a few changes to the 5-year CIP. These changes are included in the attached and they had no <br /> impact on the proposed 5% levy increase. <br /> MOTION: Councilmember Holden moved and Councilmember Holmes seconded a <br /> motion to approve Resolution #2019-046 Setting the Final Tax Lew for Taxes <br /> Payable in 2020. <br /> Councilmember Holden stated she had hoped the levy could be reduced but noted the City's <br /> HVAC system was in need of replacement and for this reason the levy had to remain as is. <br /> Councilmember Scott mentioned a notation that states part of the budget is going to be used to <br /> maintain the City's audio and video equipment and a state of the art system.
