AGENDA ITEM – 1H MEMORANDUM DATE: January 21, 2020 TO: Honorable Mayor and City Councilmembers FROM: Dave Perrault, City Administrator SUBJECT: Council Retreat Discussion Budgeted Amount: Actual Amount: Funding Source: N/A $3,500 - $6,710 General Fund For Council Consideration The City Council may consider giving direction on moving forward with a Council Retreat for 2020. Background Staff is looking for direction on whether or not the Council wants to conduct a retreat in 2020. The League of Minnesota Cities suggested the City consider Ethical Leaders in Action, Big River Group, and Karly Hall as potential facilitators. Proposals from each of the suggested facilitators are attached to this memo. The City has had a few different retreat formats in the past that ranged from Long-term Planning, DISC profiles, and Norms and Behaviors of Council and Staff. The most recent retreats were in 2017 and 2018, and were led by Bill Joynes. Each of the attached proposals follows a similar format that will allow both Council and Staff input in creating the agenda and setting the discussion topics for the proposed retreat. The focus of tonight’s discussion is not the specific topics for the retreat, but whether or not the Council finds value in the retreat process and if one should be held in 2020. Staff would request the City Council discuss if there is a proposal the City Council prefers, the length of the retreat, and the timing. Staff can coordinate a specific date following direction from the meeting. Budget Impact A Council retreat is not specifically budgeted for in the 2020 budget, but there should be sufficient General Fund dollars to cover the cost of a retreat and not adversely affect year end actuals.
