Page 1 of 2 <br />DATE: February 24, 2020 <br />TO: Honorable Mayor and City Councilmembers <br />David Perrault, City Administrator <br />FROM: Todd Blomstrom, Public Works Director/City Engineer <br />SUBJECT: Professional Services Agreement with HR Green for Hamline Avenue, <br />Shorewood Drive and City Hall Parking Lot Improvements <br />Budgeted Amount: Funding Source: <br />$345,000 <br />Actual Amount: <br />$106,402 PIR, Building, Surface Water <br />Council Should Consider <br />The City C ouncil is requested to consider awarding a professional services agreement to HR <br />Green for design and construction administration services associated with the Hamline Avenue, <br />Shorewood Drive and City Hall Parking Lot Improvements. <br />Background/Discussion <br />On January 21, 2020, the City Council Work Session included a discussion of engineering <br />services for three projects identified in the Capital Improvement Program for the 2020 <br />construction season primarily involving roadway, paving or drainage improvements. The three <br />projects include the Hamline Avenue Pedestrian Crosswalks, City Hall Parking Lot <br />Improvements, and the Shorewood Drive Drainage Improvements. <br />The three projects are relatively small in terms of individual project bidding and management. <br />During the work session, the City Council indicated support for staff to package the three <br />projects together under one plan set and conduct bidding as a single construction project. The <br />Council also indicated support for staff to negotiate a professional services agreement with HR <br />Green to provide design, plan production and construction administration for the projects based <br />on their current involvement with two of the three projects. <br />Engineering staff worked with HR Green to develop the professional services agreement <br />proposal provided in Attachment A. The proposal includes a scope of work to conduct field <br />surveying, design, plan production, preparation of specifications and contract documents, <br />CONSENT ITEM – 7C <br />MEMORANDUM
