DATE: March 23, 2020 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Dave Perrault, City Administrator <br /> <br />SUBJECT: Approve Resolution 2020-017 Extending the Period for the Local Emergency for <br />Arden Hills <br /> <br />Budgeted Amount: Estimated Amount: Funding Source: <br />N/A N/A N/A <br /> <br />Council Should Consider <br /> <br />Council should consider approving Resolution 2020-017 extending the declaration of the <br />emergency made by Mayor Grant until the emergency has ended or further action is taken by the <br />City Council. <br /> <br />Background <br /> <br />In response to COVID-19, Mayor Grant declared a local emergency for the City of Arden Hills <br />on March 23, 2020 prior to the regularly scheduled City Council meeting. This declaration is <br />valid for 72 hours or until it is extended by the City Council. The attached resolution would <br />extend the declaration until the emergency has ended or the Council takes further action. Prior to <br />the Mayor’s declaration the below events lead to the local declaration for Arden Hills : <br /> <br />• On January 31, 2020, the Secretary of the U.S. Health and Human Services declared a public <br />health emergency in response to COVID-19; <br />• On March 11, 2020, the World Health Organization (WHO) recognized the global outbreak <br />COVID-19 as a pandemic; <br />• On Marc h 13, 2020, President Donald J. Trump proclaimed the outbreak of COVID-19 in the <br />United States a national emergency; and <br />• On March 20, 2020, Governor Timothy J. Walz issued Executive Order 20-01 under Minn. <br />Stat. Ch. 12 declaring the outbreak of COVID-19 in Minnesota a peacetime emergency. On <br />March 16, 2020, the Minnesota Executive Council extended Executive Order 20-01 for 30 <br />days. <br />• These are not inclusive of other local declarations made in the last few days. <br /> <br /> <br /> <br /> <br />CONSENT ITEM – 7I <br /> MEMORANDUM <br />
