<br /> <br /> <br /> <br /> <br /> <br />CITY OF ARDEN HILLS <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />MAYORAL PROCLAMATION DECLARING A LOCAL EMERGENCY <br /> <br />WHEREAS, the Mayor of Arden Hills (the “Mayor”) finds that the following situation (the <br />“Situation”) exists: <br /> <br />x On January 31, 2020, the Secretary of the U.S. Health and Human Services declared a <br />public health emergency in response to COVID-19; <br />x On March 11, 2020, the World Health Organization (WHO) recognized the global <br />outbreak COVID-19 as a pandemic; <br />x On March 13, 2020, President Donald J. Trump proclaimed the outbreak of COVID-19 <br />in the United States a national emergency; and <br />x On March 20, 2020, Governor Timothy J. Walz issued Executive Order 20-01 under <br />Minn. Stat. Ch. 12 declaring the outbreak of COVID-19 in Minnesota a peacetime <br />emergency. On March 16, 2020, the Minnesota Executive Council extended Executive <br />Order 20-01 for 30 days. <br /> <br />WHEREAS, the Mayor finds that the Situation is sudden and unforeseen and could not have <br />been anticipated; <br /> <br />WHEREAS, the Mayor finds that conditions in the City of Arden Hills have worsened <br />considerably as a result of the Situation; <br /> <br />WHEREAS, the Mayor finds that this situation threatens the health, safety, and welfare of the <br />citizens of the community; <br /> <br />WHEREAS, the Mayor finds that traditional sources of relief are not able to repair or prevent <br />the injury or loss. <br /> <br />WHEREAS, the Mayor finds that necessary aid and resources to respond to COVID-19 will <br />exceed those resources available within the City of Arden Hills and additional resources will be needed <br />from surrounding jurisdictions, such as, Ramsey County, the State of Minnesota, and the Federal <br />Government. <br /> <br />NOW THEREFORE, the Mayor declares this situation to be a local emergency effective at <br />2:00 pm on March 23, 2020. <br /> <br />This declaration of a local emergency will invoke the city’s disaster plan. The portions that are <br />necessary for response to and recovery from the emergency must be used. <br /> <br /> <br /> <br />__________________________ <br />David Grant, Mayor
