CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA MAYORAL PROCLAMATION DECLARING A LOCAL EMERGENCY WHEREAS, the Mayor of Arden Hills (the “Mayor”) finds that the following situation (the “Situation”) exists: x On January 31, 2020, the Secretary of the U.S. Health and Human Services declared a public health emergency in response to COVID-19; x On March 11, 2020, the World Health Organization (WHO) recognized the global outbreak COVID-19 as a pandemic; x On March 13, 2020, President Donald J. Trump proclaimed the outbreak of COVID-19 in the United States a national emergency; and x On March 20, 2020, Governor Timothy J. Walz issued Executive Order 20-01 under Minn. Stat. Ch. 12 declaring the outbreak of COVID-19 in Minnesota a peacetime emergency. On March 16, 2020, the Minnesota Executive Council extended Executive Order 20-01 for 30 days. WHEREAS, the Mayor finds that the Situation is sudden and unforeseen and could not have been anticipated; WHEREAS, the Mayor finds that conditions in the City of Arden Hills have worsened considerably as a result of the Situation; WHEREAS, the Mayor finds that this situation threatens the health, safety, and welfare of the citizens of the community; WHEREAS, the Mayor finds that traditional sources of relief are not able to repair or prevent the injury or loss. WHEREAS, the Mayor finds that necessary aid and resources to respond to COVID-19 will exceed those resources available within the City of Arden Hills and additional resources will be needed from surrounding jurisdictions, such as, Ramsey County, the State of Minnesota, and the Federal Government. NOW THEREFORE, the Mayor declares this situation to be a local emergency effective at 2:00 pm on March 23, 2020. This declaration of a local emergency will invoke the city’s disaster plan. The portions that are necessary for response to and recovery from the emergency must be used. __________________________ David Grant, Mayor
