A concept review is considered advisory and is <br />nonbinding to the City and Applicant (Section 1320.14, Subd 4 of the Zoning Code). A formal <br />application will be subject to the full review process, including a public hearing with Planning <br />Commission and City Council review. <br /> <br />Background <br />Launch Properties (“Applicant”) has submitted an application for Concept Plan Review for a <br />proposed grocery store and secondary retail/restaurant business at 3737 Lexington Avenue <br />(“Subject Property”) on the former Pace building site. The property is zoned B-3 Service Business <br />District and is guided as Commercial use on the 2040 Land Use Plan. <br /> <br />Existing Conditions <br />The Property is currently owned by Pace Industries, LLC, which recently closed their facility. The <br />existing building was used for manufacturing and office space. The Subject Property comprises <br />two parcels totaling approximately 2.5 acres (Ramsey County Parcel IDs # 273023410001 and # <br />273023410004). <br /> <br />Concept Plan Proposal: <br />The Applicant is proposing to remove the existing building. The Applicant is proposing to <br />redevelop the site on behalf of a national supermarket chain with plans to incorporate a secondary <br />retail or restaurant use on the parcel closest to Lexington Avenue. Once completed, the Applicant <br />is proposing to build a 20,000 square foot grocery store on the site and a 3,600 square foot retail <br />space on the lot as shown below and in attachment B.
