CONSENT ITEM – 6D

MEMORANDUM
DATE: May 11, 2020 TO: Honorable Mayor and City Councilmembers
Dave Perrault, City Administrator FROM: Todd Blomstrom, Public Works Director/City Engineer SUBJECT: Purchase of Replacement Pressure Reducing Valve

Budgeted Amount: Actual Amount: Funding Source:
$0 $8,900 Water Utility
Council Should Consider
The City Council is requested to consider authorization to purchase a replacement pressure reducing
valve with an estimated cost of $8,900.

Background
The City’s water distribution system includes pressure reducing valves (PRVs) located on each of the
two water service connections to Arden Manor. The purpose of the PRVs is to maintain water pressure
at approximately 60 psi and reduce the potential for water main breaks within Arden Manor.
The northern PRV for Arden Manor was replaced during the Highway 10 water main project in 2019.
The second PRV located along Highway 96 has been in service for more than 30 years and has
exceeded the recommended service life. This PRV can no long be adjusted to set a specific
downstream water pressure in conjunction with the new PRV on the northern water service.
A quotation from Northwestern Power Equipment Company to replace the PRV along Highway 96 is
provided in Attachment A. Northwestern Power Equipment furnished the replacement components for
the northern PRV last year. Staff recommends approval of the quotation.
Financial Impact
The recommended purchase is not specifically identified within the 2020 operating budget for the
water utility but there are available funds to cover this purchase. Staff became aware of functional
problems after completing replacement of the northern PRV in late 2019. An attempt to repair the
existing PRV was not successful. Funding for the purchase is recommended from the operating budget
under system equipment and repairs, improvements other than buildings (44030).

Attachment
Attachment A – Quotation for PRV Replacement
