1 of 3 <br /> <br /> <br />AGENDA ITEM – 1E <br /> <br />MEMORANDUM <br /> DATE: May 18, 2020 <br />TO: Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM: Gayle Bauman, Finance Director <br />SUBJECT: COVID-19 Impacts on City Budget <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br /> <br />Council Should Consider <br />Council may consider providing feedback or direction regarding potential financial impacts due to <br />COVID-19. <br /> <br />Discussion <br />City staff has been looking into potential impacts on the City’s finances related to COVID-19. <br />There are many items being discussed, both locally and nationally, that we are researching and this <br />list will be updated as the situation evolves. It is unclear how emergency funding from either the <br />County, State or Federal Government will be made available to cities. The areas we currently have <br />on our radar and their potential impacts are as follows: <br /> <br />Liquor Licenses – there is still a decision to be made on the number of weeks the City is willing <br />to credit affected license holders (on-sale licensees). The shutdown began 03/17/20 and a notice <br />was sent to on-sale liquor license holders five weeks later (04/21/20) informing them of their ability <br />to sell limited items. The Governor’s Stay at Home order currently runs through 05/18/20 (nine <br />weeks from 3/17/20). Each week of credit for liquor license fees equates to $745. Do we need to <br />evaluate each license holder and determine if they started selling liquor after 5 weeks? Do we <br />credit for entire Stay at Home order? Will additional restrictions be put on bars and restaurants <br />once Stay at Home order is lifted which impedes their sales? <br /> <br />City Hall rent – estimated loss is $1,000. <br /> <br />Park Facility rental fees – estimated loss is $4,000. <br /> <br />Unemployment costs – current filings total $9,212. <br /> <br />Utility revenue – commercial usage is expected to drop; residential usage is expected to increase. <br />Unable to determine impact, if any.
