DATE: May 26, 2020 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: Dave Perrault, City Administrator <br /> <br />SUBJECT: Approval of Temporary Layoff for the Recreation Coordinator <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br /> <br />Council Should Consider <br /> <br />The Council should consider approving the temporary layoff of the Recreation Coordinator <br />position until further notice. <br /> <br />Background <br /> <br />The Personnel Committee directed staff to bring forward to Council information regarding on- <br />going recreation staffing and COVID-19 implications. At a previous meeting, the City Council <br />directed staff to cancel all recreation programming through the summer season due to COVID-19 <br />concerns. Due to the nature of the recreation programs, it is anticipated proper social distancing <br />cannot be accomplished and therefore would unnecessarily create exposure risks for COVID-19 <br />to both staff and participants. Also, cancelling these programs in-advance allows participants <br />and seasonal staff to make alternate plans for their summer needs. The decision to cancel the <br />programs was not an easy one, but necessary to protect the health and well-being of our <br />community. <br /> <br />With the decision to cancel summer programming, the Personnel Committee directed staff to <br />bring forward a discussion on recreation staffing duties during COVID-19. Staff discussed <br />different options from augmenting recreation staff with additional duties to a temporary <br />reduction in recreation staffing. Council directed staff to bring forward a recommendation to <br />temporarily layoff one of the two recreation employees. <br /> <br />Following internal discussions, it is recommended to temporarily layoff the Recreation <br />Coordinator position until further notice. It was determined that the proposed recreation duties <br />(see Attachment A) for this summer more closely align with the Recreation Programmer position <br />and do not require the level of experience, coordination and knowledge associated with the <br />CONSENT ITEM – 7C <br /> <br /> MEMORANDUM <br />
