ARDEN HTLLS CITY COUNCIL _ APRIL 27,2020 <br />Finance Director Bauman commented the water and sewer balances showed a negative balance <br />because the first quarter revenue was not booked until April. She explained this occurs every <br />year. She indicated recreation programs would show the biggest decrease in revenues. She noted <br />licenses and permits were up over last year and stated charges for services were close to last year. <br />She indicated the City would not know the impact COVID-I9 has had on property taxes until <br />July. <br />Mayor Grant recommended this item be further discussed by the Council at a future meeting. <br />MOTION: Councilmember Holmes moved and Councilmember Scoff seconded a motion <br />to annrove First Ouarter Financials. <br />Councilmember Scott requested clarification on the Mayor and Council expenditures as it was <br />already at 57Yo. <br />Finance Director Bauman reported these expenses were for annual dues and were paid during <br />the first quarter ofeach year. <br />A roll call vote was taken. The motion carried (4-0). <br />9. PUBLIC HEARINGS <br />Planning Case 19-014 - Planned Unit Development Amendment - 1900 Lake <br />Valentine Road - Mounds View High School <br />Community Development ManagerlCity Planner Mrosla stated on May 22, 2019, the City <br />Council approved Planning Case #18-014 for the Mounds View High School Planned Unit <br />Development (PUD), subject to several conditions. The terms of the PUD approval requires the <br />Mounds View School District to implement safety improvements on Lake Valentine Road to <br />address traffic and increased pedestrian crossings between the school building and the north <br />parking lot, including installation of turn lanes and other access improvements, trail and sidewalk <br />improvements, pedestrian signal, signage and striping modifications, and drainage and utility <br />improvements. Following approval of Planning Case #18-014, the School District and City <br />proceeded with a study to identify specific traffic and pedestrian improvements for Lake Valentine <br />Road. The traffic and pedestrian study was recently completed and reviewed by City and School <br />District staff. Staff reviewed the traffic study evaluation in detail with the Council, along with the <br />proposed recommendations and recommended the Council hold a public hearing. <br />Community Development Manager/City Planner Mrosla continued his presentation by <br />relaying comments received prior to the meeting via telephone and email. <br />Community Development Manager/City Planner Mrosla read a statement from a resident on <br />Janet Court wherein the resident expressed concern with traflic enforcement in regards to parents <br />parking on Lake Valentine Road during arrival and dismissal times. <br />Community Development Manager/City Planner Mrosla reviewed an email received from <br />Jennifer Mohlenhoff expressing concerns that the parking lot configuration and construction <br />4 <br />A.
