Page 2 of 2 <br /> <br />Other communities define call center uses in their Zoning Code and a review of city codes by staff <br />revealed a few definitions that could be adopted into the Arden Hills City Code. <br />The City of Elk Grove, CA defines a call center as “an office equipped to handle a large volume <br />of calls especially for taking orders or servicing customers.” Call centers require seven (7) spaces <br />per every 1,000 square feet. <br /> <br />The City of Columbus, IL defines a call center as “a central business office for purposes of making <br />and receiving large numbers of telephone calls providing customer support, responses to inquiries, <br />and/or product services.” One (1) parking space per 150 square feet of office space is required. <br /> <br />The Town of Gilbert, AZ defines a call center as “a large-scale office providing incoming and <br />outgoing telephone and computer services for one or more corporations.” Their code continues, <br />specifying that, “Call centers do not provide on-site customer services and are characterized by <br />high employee density, open offices and 24-hour operations.” Their City Code requires Call Center <br />uses to provide one (1) space per 150 square feet. <br /> <br />The Village of Depew, NY defines a call center as “a facility for the handling of customer service, <br />technical service or telemarketing activities through electronic communications that allows less <br />than 100 square feet per employee.” Their City Code requires Call Center uses to provide one (1) <br />space per 100 square feet. <br /> <br />Ordinance Discussion: <br />Staff is looking for Council direction in regards to the language of the ordinance(s) as they pertain <br />to call centers. Council may: <br /> <br />1. Amend the language in the Zoning Code under Section 1305.04 to include a definition for <br />Call Center. <br /> <br />Call Center. An office for providing incoming and outgoing telephone and computer <br />services, customer service, technical service, or telemarketing activities through electronic <br />communications. <br /> <br />2. Amend the language in the Zoning Code under Section 1325.06 to include a category of <br />required parking spaces for a Call Center use. <br /> <br />Call Center shall require 1 parking space per 150 square feet <br />Next Steps: <br />If Council is comfortable with the proposed language above, staff will incorporate the proposed <br />amendment with other amendments to the official controls (i.e. zoning, subdivision, and other <br />ordinances) that are required to bring the City ordinances into conformance with the 2040 <br />Comprehensive Plan. At this time staff is anticipating minor adjustment may be needed, significant <br />changes to the zoning and subdivision ordinances are not anticipated to be needed because there <br />are no significant land use changes. <br /> <br />Budget Impact: <br />NA <br /> <br />Attachments: <br />NA
