Page 2of 2

In addition, curbside voting and how that option would potentially function was a question
expressed by some election judges.

Following the March primary, City staff relayed the above concerns to Ramsey County Elections
Office (RCEO) staff.

RCEO staff have stated that they will work with the city to ensure additional signage is in place,
especially at the Anderson Center – Bethel University Satellite Campus and North Heights
Lutheran Church locations. It should be noted that Arden Hills staff has also internally discussed
providing signs (in addition to those provided by the RCEO) and will work with Public Works
staff regarding placement of the additional signs.

RCEO staff has also indicated that based on the need for a larger space at Precinct 2 - Anderson
Center – Bethel Satellite Campus, voting will take place in a much larger room that is located on
the “second” floor; however, it is important to note that technically the main entrance is
considered to be the building’s third floor, which means the room we will be using is actually on
the fourth floor. There are several elevators available immediately in the front entrance and we
have been assured ample signage will be in place to direct voters to the appropriate level.

Regarding curbside voting and in light of coronavirus and social distancing concerns, RCEO
staff stated they are working closely with the State’s Election Task Force and Public Health
pertaining to the logistics of this option. In previous years, curbside voting was exercised only
for disabled voters or for voters that were not able to stand in long lines. RCEO staff recognizes
that this option must be expanded as it could potentially be utilized by quite a large population of
voters. City staff will update the Council once a formal plan has been formulated and
communicated to us. Once the logistics are decided, staff will work with RCEO to ensure that
those that need to utilize curbside voting are aware of how to use it, and there is prevalent
signage at the polling place.

That said, voting by mail is being heavily promoted for both the August 11 Primary and the
November 3 General election. Attached is a sample of the postcard RCEO staff will be mailing
to all Ramsey County voters informing them about no excuse absentee voting and encouraging
people to vote by mail. RCEO has stated they are promoting absentee voting by mail via radio
ads, social media, and the Ramsey County Elections website. We also are promoting voting via
the city’s website and social media.

Attachments

Attachment A: Sample elections/voting postcard
