would actually vote to move forward with construction, which would be especially difficult <br />without the cities consent as they would finance the project. The City Council may keep the <br />current language, move the date sooner or later, or get rid of the language all together. <br /> <br />Development Fees <br /> <br />At its last work session, the Council briefly discussed charging development fees. The current <br />draft agreement outlines that the City would charge all of its customary development fees, <br />including park dedication fees, approximately $100,000 (7.5 percent of fair market value of the <br />unimproved land). When the City reviews the preliminary plat application from Bethel, it is <br />noted as part of the development agreement that park dedication fees will be charged at the time <br />of development. Note, all fees would also be charged to the other parcel adjacent to the proposed <br />fire department property. The Council could discuss the fees at tonight’s work session, or leave <br />the language as is and discuss at the time of development. <br /> <br />Budget Impact <br /> <br />In the near term the budget impact of the draft agreement would be for the purchase of the land, <br />which would be approximately $343,750 for Arden Hills. If the City were to use a portion of the <br />excess fund balance to pay its share of the land acquisition, then the Public Safety Capital Fund <br />would not be affected. However, future financial planning would need to be done to finance the <br />construction of a future fire station, and this planning would happen as part of the City’s CIP <br />process. <br /> <br />Attachment <br /> <br />Attachment A: May 18, 200 LJFD Memo <br />Attachment B: Draft Three City Agreement for Future LJFD Station <br />
