<br /> <br /> <br />2004 Assessment Policy – Page 12 <br />Appeals Process <br />An owner of the property has the opportunity to appeal the assessment amount at various <br />stages of the assessment process. The first stage is when the assessment amount is initially <br />estimated by staff based on the interpretation of the existing Assessment Policy. If the <br />estimate was based on inaccurate or incomplete information, the owner may work directly <br />with staff to clarify or rectify the situation. <br /> <br />If the owner is not satisfied with the outcome at this stage, known as the first stage, they may <br />file a formal appeal with the City Council, prior to the adoption of the assessment roll. This <br />is known as the second stage of the appeal’s process. <br /> <br />If the appeal is denied by the City Council, the owner may appeal to the district court <br />pursuant to Minnesota Statutes, Section 429.081, by serving notice of the appeal to the <br />Mayor or the City Administrator within thirty (30) days after the adoption of the assessment. <br />
