ARDEN HILLS CITY COUNCIL – MAY 26, 2020 10 <br /> <br />Mayor Grant asked if applicants could replace the existing deck, walkway and steps. <br /> <br />Community Development Manager/City Planner Mrosla indicated the deck and walkway <br />could be replaced as is without increasing the deck width. He noted if the deck were replaced as <br />is this would not have to come before the City Council. <br /> <br />Councilmember Holmes stated the Council was in agreement a walkway of some sort was <br />appropriate. She asked if the applicant would be amenable to a porch versus a deck. She <br />questioned if the applicant would consider amending the plans to add a porch versus a deck. She <br />inquired if action on the item should be tabled to allow for the plans to be amended or if the <br />Council should deny the request. <br /> <br />Mayor Grant explained if action on the item were tabled the applicants would be allowed to <br />bring the item back versus if the item were denied the applicants would have to reapply. <br /> <br />William Tourdot 1741 Venus Avenue, reported he had not considered a porch because this <br />would block a great deal of light coming into the house. He reported he got into this situation <br />because the landscape architect had not taken into consideration the front yard setback. He noted <br />the deck was currently 28 feet from the property line. He indicated he had not considered a <br />covered porch, but he would be willing to consider this. <br /> <br />Mr. Tourdot requested the Council table action on this item to allow him time to reconsider the <br />plans. <br /> <br />Councilmember Holden requested comment from the City Attorney on how to proceed. <br /> <br />City Attorney Jamnik stated the variance request was a Council decision. He advised the <br />Council could table action, but this would require a 60 day extension to the Planning Case. He <br />reported the City was well within this window, so the City did not require the applicant’s <br />permission to extend for 60 days. <br /> <br />Councilmember Holden withdrew her motion to deny the variance request. <br /> <br />Councilmember Holmes stated she withdrew her second to the motion. <br /> <br />MOTION: Councilmember Holden moved and Mayor Grant seconded a motion to table <br />action on Planning Case 20-004 for a variance at 1741 Venus Avenue to allow <br />the applicant time to revise the plans to include existing City Ordinance front <br />porch standards. A roll call vote was taken. The motion carried (5-0). <br /> <br /> C. Resolution 2020-024 – Allowing Flexibility for Local Businesses During Local <br />Emergency for CODIV-19 <br /> <br />City Administrator Perrault stated by the Governor’s Executive Order, bars, restaurants, and <br />other places of public accommodation were ordered closed on March 17, 2020. Since the <br />Governor’s order in March, a gradual loosening of the restrictions have taken place. During his <br />May 20, 2020 press conference, Governor Walz did encourage cities to work with their local
