Administrative variances shall be in writing and shall state the <br />specific time limits during which the variation will be allowed to occur. <br /> <br />Subd. 10 Impoundment. <br /> <br />A. Any vehicle parked in violation of this subsection is hereby declared <br />to be a traffic safety hazard and nuisance, and the same may be <br />summarily abated by removing and towing away such vehicle by or <br />under the direction or at the request of any member of the City's <br />designated law enforcement provider. Such vehicle shall be stored at <br />such place within or without the City as may be directed by the City's <br />designated law enforcement provider; and within fourteen (14) days <br />of such impounding, the City’s designated law enforcement provider <br />shall mail written notice thereof to the owner at his or her last known <br />address according to the vehicle registration records of the state. <br />Before the owner or his or her agent shall be permitted to remove the <br />vehicle from the custody of the City's designated law enforcement <br />provider, he or she shall furnish satisfactory evidence of identity and <br />ownership of the vehicle, pay all reasonable charges for the towing <br />and storage of the vehicle and sign a written receipt for the vehicle. <br />
