<br />City of Arden Hills <br />City Council Meeting for July 27, 2020 <br />P:\Planning\Planning Cases\2020\20-011 Northern Heights Lutheran Church - CUP\CC Packet\PH <br />Page 4 of 7 <br />Applicant does not anticipate any traffic conflicts as the intersection separating the two (2) parking <br />areas is controlled by stop signs and marked crosswalk as shown on the image below. <br /> <br /> <br />The original PUD permit highlights three (3) conditions of approval regarding traffic and <br />circulation; the posting of a "No Right Turn" sign at the Snelling Avenue exit to divert outgoing <br />traffic from the site north on Snelling Avenue rather than south; a provision for traffic controllers, <br />which would have to be installed to prohibit left turns from Snelling Avenue into the site and right <br />turns from the site onto Snelling Avenue at the Snelling Avenue entrance (if the signage alone <br />proves to be ineffective in preventing traffic from intruding upon the residential neighborhoods to <br />the south and east of the site and traffic jams from forming on Snelling Avenue); and if weekday <br />traffic through the adjacent neighborhoods becomes a problem, closing the Snelling Avenue <br />entrance except for major events where traffic controllers must be used. In order to mitigate the <br />traffic issues that may come from the additional trips generated by the proposed use, Staff <br />recommended a condition of approval that the Applicant modify the southern curb at the <br />intersection of Snelling Avenue and the private drive to further restrict right turns onto Snelling <br />Avenue. However, at its July 8, 2020 meeting the Planning Commission voted to remove the <br />aforementioned condition of approval.
