NEW BUSINESS – 9A <br /> <br /> <br />City of Arden Hills <br />City Council Meeting for July 27, 2020 <br />P:\Planning\Planning Cases\2020\20-011 Northern Heights Lutheran Church - CUP\CC Packet <br />Page 1 of 4 <br />MEMORANDUM <br /> <br />DATE: July 27, 2020 <br /> <br />TO: Honorable Mayor and City Council Members <br /> Dave Perrault, City Administrator <br /> <br />FROM: Mike Mrosla, Community Development Manager/City Planner <br /> <br />SUBJECT: Planning Case # 20-011 – Public Hearing Required <br /> Applicant: John Oldfield/North Heights Lutheran Church <br /> Property Location: 1700 Highway 96 W <br /> Request: Conditional Use Permit and Amended Planned Unit Development <br /> <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> N/A N/A N/A <br /> <br /> <br />Council Should Consider the Following: <br /> <br />Motion to adopt Resolution 2020-027 for a Conditional Use Permit and Amended Planned Unit <br />Development Request for Planning Case 20-011 at 1700 Highway 96 W (“Subject Property”) <br />based on the findings of fact and the July 27, 2020 Report to the City Council. <br /> <br />Background/Summary <br /> <br />John Oldfield (“The Applicant”) on behalf of North Heights Lutheran Church is requesting a <br />Conditional Use Permit and Amended Planned Unit Development for the proposed North Heights <br />Christian Pre-school and Childcare Center that would be located within the existing facilities of <br />North Heights Lutheran Church. The Subject Property is located in the R-1 Single Family <br />Residential District and is guided as a Public and Institutional use in the Land Use Plan. Pre- <br />school uses are defined as a general education school in the zoning code and are permitted via a <br />Conditional Use Permit in the R-1 Single Family Residential District. However, the Subject <br />Property also operates under a Planned Unit Development that requires an amendment if there is <br />a change in use on site. <br /> <br />Plan Evaluation <br /> <br />Project and plan evaluations were are provided in the Public Hearing memo to the City Council. <br /> <br />Procedural Requirements for Specific Applications <br /> <br />Section 1355.04, Subd. 3 – Conditional Use Permits
