<br /> <br />Feasibility Report Page 13 <br />2021 PMP Street and Utility Improvements <br />City Project Number PW 21-0100 <br /> <br />5.3 Preliminary Assessment Roll <br />Assessments for street improvement costs are proposed to be levied to benefiting properties <br />as outlined in Minnesota Statute 429 and the City of Arden Hills Assessment Policy. A <br />preliminary assessment map and detailed preliminary assessment roll is provided in <br />Appendix H. <br /> <br />Special assessments to benefiting properties along residential streets are proposed to fund 50 <br />percent of the surface improvements, including contingencies and overhead pursuant to Part <br />1 of the City’s Assessment Policy. The remaining 50 percent is paid for with City funds. <br /> <br />Assessments for the proposed street improvements were calculated using the residential <br />equivalent unit method as outlined in the City’s Assessment Policy. Estimated rates assume <br />street improvements costs for Prior Avenue are being prorated based on the number of REUs <br />into the Reconstruction Area Costs (Glenpaul, and east Jerrold Avenue) and Reclamation <br />Area Costs (Edgewater and west Jerrold Avenue) pursuant to discussions during the City <br />Council Work Session on July 15, 2020.
