Approved: July 27, 2020 <br />CITY OF ARDEN HILLS, MINNESOTA <br />SPECIAL CITY COUNCIL WORK SESSION <br />JUNE 29, 2020 <br />5:30 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS <br />CALL TO ORDER/ROLL CALL <br />Pursuant to due call and notice thereof, Mayor Grant called to order the Special City <br />Council meeting at 5:30 p.m. <br />Note: On March 20th, the Mayor signed a determination allowing Councilmembers to participate <br />in City Council meetings via telephone pursuant to State Statute 13D.021 <br />Present via Telephone: Mayor David Grant; Councilmembers Brenda Holden, Fran <br />Holmes, Dave McClung and Steve Scott <br />Absent: None <br />Also present: City Administrator Dave Perrault via telephone: Ramsey County <br />Undersheriff Jeff Ramacher, Commander Phil Baebenroth <br />1.AGENDA ITEMS <br />A.Policing in the City of Arden Hills <br />Mayor Grant stated the Council would like to make sure they understand what is happening with <br />policing in the city and discuss possible changes. He asked if the Sheriff’s department had <br />procedures to de-escalate situations or if it was left to the officer in the field based upon <br />circumstances. <br />Undersheriff Ramacher said he is the Undersheriff of the Patrol Division for the Sheriff’s <br />department that serves seven contract cities including Arden Hills. His responsibility is to act as <br />the “Chief of Police” for the contract cities and provide oversight to the Patrol operation. <br />Commander Baebenroth introduced himself Commander in the Public Safety Services Division. <br />He has been with the Sheriff’s Office for ten years. <br />Undersheriff Ramacher went on record to say the Sheriff’s Office is sickened by the George <br />Floyd incident and no members of the Department condone the behavior of the officers involved. <br />The men and women of the Department work tirelessly day in and day out to gain public trust and
