<br />If Council is comfortable with this updated agreement, the three cities will bring this document
<br />forward for formal approvals. Following approval of the agreement, the fire department can
<br />move forward with the land acquisition. The fire department is still in its due diligence phase
<br />through August 21, 2020 and would need to close by September 21, 2020. Following the land
<br />acquisition, the fire department would have a construction start date of no later than June 30,
<br />2026; other than this date, there is not a timeline for construction of the new station.

<br />The question was also raised regarding the accuracy of using Met Council population estimates
<br />for the funding formula, a quick side by side comparison of Met Council estimates and the
<br />Census Bureau estimates is below. If the Council wants to investigate other population estimates
<br />it can be raised with the fire board for further discussion (note: the State Demographer’s Office
<br />uses Met Council estimates for the metro area).

<br />If this agreement were to be approved, the City would be responsible for 24.8% of the cost of the
<br />land acquisition and a portion of a future access road. The sale price of the land is $1,350,000
<br />and the road cost for the LJFD is capped at $325,000, the LJFD is also proposing a $300,000
<br />payment from their General Fund towards the land acquisition. The total cost to the cities would
<br />be $1,375,000 ($1,350,000 + $325,000 - $300,000), with each City’s approximate share being:
<br />Arden Hills (24.8%) $341,000, North Oaks (14.1%) $193,875, and Shoreview (61.1%)
<br />$840,125.
