Page 1 of 2 <br /> <br />DATE: July 20, 2020 <br /> <br />TO: Honorable Mayor and City Council Members <br />David Perrault, City Administrator <br /> <br />FROM: Todd Blomstrom, Public Works Director/City Engineer <br /> <br />SUBJECT: MnDOT Access Study for Snelling Avenue (Highway 51) <br /> <br />Budgeted Amount: Actual Amount: Funding Sources: <br /> $0 $0 NA Council Should Consider <br /> <br />City Council direction is requested regarding proposed intersection modifications along Snelling <br />Avenue (Highway 51) at Hamline Avenue, Glenhill Road and Lydia Avenue. <br /> <br />Background <br /> <br />At the November 18, 2019 City Council work session, MnDOT representative Mark Lindeberg <br />presented information regarding the temporary median closure along Snelling Avenue (Highway 51) <br />at Hamline Avenue. Mr. Lindeberg also discussed MnDOT’s plans to study access along the Snelling <br />Avenue corridor, including the intersection at Lydia Avenue. As part of this discussion, the City <br />Council requested that MnDOT conduct a public engagement process to share information regarding <br />the assess study and receive input from area residents. <br /> <br />MnDOT conducted a virtual open house meeting on May 19 to describe access modifications being <br />considered as part of the study and answer questions. The presentation slides used for the open house <br />meeting are provided in Attachment A. A summary of questions and comments received from the <br />public in response to the open house meeting is provided in Attachment B. <br /> <br />MnDOT has indicated a preference for the current temporary median closure at Hamline Avenue to <br />remain permanently closed. Other modifications being considered by MnDOT along Snelling <br />Avenue include the following: <br /> <br /> Close access from Glenhill Road to northbound Snelling Avenue <br /> Reconfigure median opening at Glenhill Road to prevent illegal U-turns <br /> Maintain access from Northbound Snelling to westbound Glenhill Road <br /> Extend southbound left-turn lane at Lydia by 500 feet in 2022 <br /> Extend southbound left-turn lanes at County C and C2 <br />AGENDA ITEM – 1B <br /> MEMORANDUM <br />
