CONSENT ITEM— 6D <br /> ,fi` DEN HILLS <br /> MEMORANDUM <br /> DATE: August 10, 2020 <br /> TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> FROM: Todd Blomstrom, Public Works Director/City Engineer <br /> SUBJECT: Professional Services Agreement for <br /> 2021 PMP Street and Utility Improvement Project <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $570,000 $337,767 PIR, Water, Sanitary Sewer, Surface <br /> (Est.from Feasibility Report) (Proposed) Water, Special Assessments <br /> Council Should Consider <br /> Approval of a professional services agreement with Bolton & Menk in the amount of$337,767.00 <br /> for the 2021 PMP Street and Utility Improvement Project. <br /> Back2round/Discussion <br /> On June 15, 2020 the City Council directed staff to issue a Request for Proposals (RFP) for <br /> engineering design and construction administration services associated with the 2021 Pavement <br /> Management Program (PMP) Street and Utility Improvement project. The scope or work <br /> contained within the RFP is provided in Attachment A. The RFP was issued to seven consulting <br /> firms. All seven firms submitted a proposal response on July 14, 2020. <br /> Proposals were evaluated by the Public Works Director, Assistant City Engineer and City <br /> Administrator based on five criteria: project understanding and approach; team qualifications; <br /> experience; delivery schedule, and cost. The results of the proposal evaluation is provided in <br /> Attachment B. <br /> Based on a review of the proposals, staff recommends approving a professional services agreement <br /> to Bolton & Menk for the 2021 PMP project. The Bolton & Menk proposal provided a clear and <br /> organized approach, a team with experience in similar street and utility improvement projects, a <br /> detailed project delivery schedule, and sufficient hours to complete a quality design and properly <br /> administer the construction process. <br /> Page 1 of 2 <br />
