CONSENT ITEM—6I <br /> ,- I�EN HILLS <br /> MEMORANDUM <br /> DATE: August 24, 2020 <br /> TO: Honorable Mayor and City Councilmembers <br /> Dave Perrault, City Administrator <br /> FROM: Mike Mrosla, Community Development Manager/City Planner <br /> SUBJECT: Joint Powers Agreement between the City of Arden Hills and Ramsey County <br /> GIS Users Group <br /> Budgeted Amount: Actual Amount: Funding Source: <br /> $961.89 $961.89 CD <br /> Council shall consider <br /> Motion to approve Resolution 2020-036 accepting a joint powers agreement between the City of <br /> Arden Hills and the Ramsey County GIS users group. <br /> Cleanup Day Background <br /> Since at least 1998, the City of Arden Hills has been a member of the Ramsey County Geographic <br /> Information Systems Users Group (RCGISUG). The RCGISUG was formed in 1995 to provide <br /> member cities and organizations throughout Ramsey County with a centralized and efficient <br /> source of electronic geographic data. Since the RCGISUG processes geographic information for <br /> the entire county, the users group is able to provide the information in a standardized format and <br /> is more affordable than would otherwise be possible. <br /> City staff uses the geographic data provided by the RCGISUG on an almost daily basis in such <br /> activities as planning cases, code enforcement, comprehensive planning, and engineering. The <br /> City is collects data from the County's GIS website on a regular basis, which allows us to <br /> manipulate the data and create our own maps as needed. Some of the information provided by the <br /> RCGISUG is available online at http://www.ramseygis.org/index.html. <br /> The RCGISUG has joint powers agreements (JPA)with all of its member organizations. The JPA <br /> is re-authorized every three (3) years, and was last approved by Arden Hills in November 2017. <br /> The current JPA expires at the end of this year. However, the proposed JPA would change <br /> reauthorization data from every three (3)to five (5)years. The membership fees are based on the <br /> population served by each member organization. Fees were calculated in 2011 based on the 2010 <br /> census. The City's fees for each year is $961.89. The joint powers agreement must be approved <br /> Page 1 of 2 <br />
