Attachment C <br /> HICKS <br /> CITY OF ARDEN HILLS <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION NO. 2020-035 <br /> RESOLUTION ESTABLISHING A SMALL BUSINESS EMERGENCY <br /> ASSISTANCE GRANT PROGRAM IN RESPONSE TO COVID-19 <br /> PANDEMIC <br /> WHEREAS, the federal and state governments have provided federal financial assistance <br /> through the Federal Coronavirus Aid, Relief, and Economic Security (CARES) Act to Minnesota <br /> cities impacted by the COVID-19 pandemic, The funds are now available and the City is required <br /> to expend all of its funds by November 15, 2020, and; <br /> WHEREAS, one of the eligible costs for use of the federal funding is to provide financial <br /> assistance to local businesses that have been financially impacted by the pandemic, and; <br /> WHEREAS, the City Council at its August 10 work session discussed and evaluated its <br /> options for providing financial assistance to its local businesses in accordance with CARES Act <br /> funding and guidelines, <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arden <br /> Hills, Minnesota, that: <br /> 1. A Small Business Emergency Assistance Grant Program is hereby established <br /> and $150,000.00 of CARES Act Funds is hereby made available to provide grants to local <br /> businesses to assist them to continue operations, preserve employment, prevent closure, <br /> replace or offset lost revenues,reimburse for additional expenses, and assist in the recovery <br /> from the pandemic. <br /> 2. Upon application and proof of loss due to COVID-19 pandemic and eligibility criteria, the <br /> Grant Program will provide locally owned and operated businesses with an emergency <br /> grant up to $5000 per individual business, in order of application. <br /> 3. City staff and consultants are hereby authorized and directed to establish and prepare grant <br /> program rules and forms consistent with this Resolution and CARES Act requirements to <br /> implement the Grant Program. <br />
